Clemson experienced a historic flash flood on August 4, with nearly three inches of rain falling in just 30 minutes. This intense rainfall, described by a city official as a 500-year storm event, caused widespread infrastructure damage and prompted questions about the city’s stormwater system.
City Stormwater Manager Ethan Barette stated that Clemson received more rain than any other location in the Southeast that night, with 2.91 inches recorded in half an hour. He noted this amount is equivalent to an entire month’s worth of rain for the community. While a co-owner of Tiger Town Tavern estimated 6-8 inches of water flooded the downtown area, Barette emphasized the flooding was widespread and not concentrated solely downtown.
The rapid and intense nature of the storm led to numerous clogged ditches, catch basins, and pipes, as well as overtopped roads. Many residents also reported flooding in their basements and crawlspaces. Barette explained that no system is designed to handle such a volume of water in such a short period.
In the aftermath, the city’s Stormwater Division, part of the Utilities Department, received 56 work orders since August 4, with 48 already resolved. This number is significant compared to their usual average of 130 to 170 work orders per year.
Recent months have seen the implementation of the Downtown Streetscape Project, which involved widening sidewalks, adding ADA-compliant stamped concrete, and removing some trees that have not yet been replaced. Barette clarified that this project actually increased the total number of storm drains in the city. Additionally, other water and wastewater infrastructure work in recent years has helped identify and address areas needing upgrades or improvements within the stormwater system. The city continuously analyzes its system to enhance preparedness for severe storms, though Barette indicated no single factor could have prevented flooding during this particular event.
