CLEMSON, S.C. — Clemson City Council took its first vote Monday on a plan to turn 23 residential lots along S.C. Highway 93 into commercial property, a stretch of roughly 13.75 acres the city sees as key to future growth.

The measure passed 5-1. Councilwoman Alesia Smith voted no, voicing worry that rising property values and taxes could push longtime residents out of the area.

Nearly all of the parcels now carry two-family residential zoning. Most would move to the Community Business District, while lots at neighborhood entrances would get the lighter CP-1 neighborhood business zoning to hold down traffic on side streets. City staff said that change came after hearing from neighbors.

In a separate unanimous vote, council moved the 1.33-acre Clemson Motel site, the last city parcel on the western side of the highway near the Central town line, to business zoning.

Council also signed off on a $5.2 million contract with Don Moorhead Construction to build new sewer pump stations and replace aging sewer mains. The work is financed through U.S. Department of Agriculture Rural Development. Both rezonings still need a second reading before they take effect.
